In 2001, Zhong Xin Co., Ltd. signed a contract with Educational Testing Service (ETS) in the United States to become the representative for TOEIC tests in Taiwan. At that time, there were only about 10,000 TOEIC test takers throughout the year. By 2013, the number of TOEIC test takers had exceeded 320,000, helping domestic test takers obtain international English certification. Additionally, the company also acted as an agent for several well-known European and American leisure product brands, including Thule roof racks from Sweden, GOPRO sports cameras, Roger & Gallet soaps from France, Roncato suitcases from Italy, and Hobie kayaks, among others.

Writing under the pen name Huang Fan, he worked in a trade company and a food factory before dedicating himself to writing. He has received accolades such as the United Daily News Fiction Award, China Times Fiction Award, and the China Times Literature Award.
Huang Fan became acquainted with the works of writers such as Romain Rolland, Fyodor Dostoevsky, and Ernest Hemingway after high school. In particular, he was deeply influenced by American authors like Saul Bellow after university.
In 1979, he gained recognition with his short story “Laisuo,” which won the second China Times Literature Award.
Throughout the 1980s, he published fifteen novels, including political novels, urban novels, and science fiction, gaining considerable attention in the literary scene. His short story “How to Measure the Width of a Ditch,” published in 1985, is regarded as one of the exemplary works of metafiction in Taiwan. In 1981, the Encyclopedia Britannica praised him as one of the most representative novelists of Taiwan in the 1980s. His work “The Taste of Mercy” was adapted into a film directed by Tsai Yang-ming.
Writer Pai Hsien-yung described his writing style as exceptionally outstanding and modern, utilizing techniques of intertwining time and space and stream of consciousness to vividly depict the hurried and noisy pace of Taiwan’s urban industrialization in the late 1970s.
Yeh Shih-tao referred to him as an intellectual writer who surpassed regional literature. He scrutinizes human nature and behavior through various phenomena in modern society. Huang Fan represents the creative goals and directions of the 1980s. His focus lies in the external form and systemic theory of fiction, derived from a foundation in reality.

Words of Advice to Junior Students:
Industrial engineering is a discipline that trains versatile individuals and provides professional training in various aspects of business operations. We can touch upon every aspect of “production, sales, people, and wealth,” making us qualified for the position of general manager. However, we also often joke that we’re “knowledgeable about everything, yet not specialized in anything,” so it’s crucial to improve our expertise.
During your time in school, I recommend treating yourself as a sponge and seizing opportunities to absorb knowledge continuously. Try to find your own interests. Once you enter the workforce, don’t be afraid of failure. Embrace challenges in different fields and work hard to accumulate your own experiences. You will become a highly sought-after star player in interdisciplinary domains, always ready to showcase your talents on the court.

Words of Advice to Junior Students:
The ISE program encompasses mathematics, science, engineering, and management, which may seem broad, but it has helped my fellow faculty members to “be what they do,” and the integration of multiple disciplines has given me the courage to venture into the construction and early childhood education fields from the ground up.
The most valuable rule I have learned in the Department of Industrial Technology is “Be efficient and pragmatic, and improve little by little”. A proper attitude is an iron rule in the workplace, and I am always motivated to be effective and honest in everything I do. After acquiring the basic knowledge, maintaining a high level of enthusiasm for work, continuously improving academic skills, and bringing every aspect into a virtuous cycle are the secrets to success.
To be physically fit is the only way to go a long way. Maintaining the passion and self-discipline for sports will surely benefit you for a lifetime.

In this era of rapid change and information explosion, it is difficult to guarantee a lifetime of competition in the industry with what you have learned in college. The core of the program is how to have a thinking framework to define problems and then seek solutions when encountering difficulties or problems. Industrial engineering from the perspective of the College of Engineering into a comprehensive enterprise management knowledge teaching, has provided you with a basic knowledge and ability and framework, from factory management, product development, business development to enterprise management encountered when the question of the ability to find solutions.

Four years of university is a very short time, but it is really important and may even determine the direction of your life in the next ten years or so. In school, it is recommended that you strengthen the depth of your professional program, and at the same time, breadth, you should also be able to collaborate and understand what others are doing. In addition, we need to see things from a higher viewpoint, think differently, and take an initiative in learning, so that we don’t lose our initiative because of limited resources.
At the same time, we should learn self-discipline and cultivate good habits of work and rest. Maintaining a good physical condition is the key to any career and work.

Words of Advice to Junior Students:
After graduating from school, Zhongli began to work in image processing and other big data analysis and processing, and then founded Falcontech to enter the security monitoring industry, and through this, gained an international perspective of the industry; and then founded Wisdom Technology with the assistance of his seniors in the Departmental Alumni Association. Since the development of the medical industry is time-consuming and costly, we went through three transformations. We are grateful to our seniors for their support and encouragement, and we have been doing our best to fulfill our original mission. However, during the process of entrepreneurship, I realized that industrial engineering is not only useful in the field of electronics/information/manufacturing/production, but also in the medical industry, where industrial engineering techniques are increasingly applied in medical management and process improvement as part of the innovation of hospital management and smart healthcare. Students are advised to cultivate cross-disciplinary thinking skills in school, participate in organizations with many connections and resources such as departmental alumni associations, try to innovate in different fields, and be brave enough to make mistakes! He received his B.S. in Industrial Engineering, M.S. in Mechanical Engineering (Industrial Group) from Chung Yuan Christian University, M.S. in Industrial Engineering, M.S. in Computer Science, and Ph. He has devoted himself to the research of “Intelligent Manufacturing and Operation Management”, and has published more than 160 papers in academic journals, including 130 papers in SSCI/SCI journals. He has been awarded 13 patents for domestic and foreign inventions. Ranked in the top 2% of top scientists in the “Lifetime Scientific Impact Ranking (1960 – 2021)” by Stanford University. Utilizing his expertise in smart manufacturing to link industries, he has been invited to serve as an independent director, auditor, and compensation committee of three publicly traded companies (Taishin Electronics, Huaxing Electronics, and Shockwave Technology).

D. program in Industrial and Systems Engineering at Chung Yuan Christian University in 1999. He is currently the Deputy Director of the Digital Industry Department of the Ministry of Digital Development, and an Adjunct Associate Professor of the Department of Information Management at Chung Yuan Christian University. He has served as Deputy Director, Director Secretary, and Spokesperson of the Department of Information Technology of the Taipei City Government, as well as Director of the Taipei Convention and Exhibition Industry Development Foundation and Director of the Taipei Flower Production and Marketing Corporation, and also served as a first-level supervisor at the National Taiwan University Hospital. Due to his rich working experience in the field of oral health, he has in-depth practice and insights in cross-discipline technology application and smart city construction.
In August 2024, he was appointed as the Deputy Director of the Digital Industry Administration of the Ministry of Digital Development, overseeing the promotion of Taiwan’s information service industry and the application of 5G mobile private network, which is important for the development of Taiwan’s digital economy. In his previous position at the Department of Information Technology of the Taipei City Government, he was responsible for leading and planning Taipei’s smart city related programs, and assisting government officials and bureaus to utilize big data to enhance the efficiency of governance. When he was a director of the Taipei Flower Company, he successfully developed a flower auction system to enable the industry to conduct online transactions.
Dedicated to utilizing innovative technology to meet various challenges, especially during the COVID-19 pandemic, focusing on preventive measures, assisting the city government to use graphical data to determine the epidemic and conduct epidemic investigation, and setting up a quick-response project to quickly respond to the needs of various epidemic prevention systems. We also helped promote the Taipei City Government’s digital governance policies, including promoting digital payment solutions for public services, upgrading citizen service portal interfaces, and prioritizing issues such as data privacy protection. Specialized in problem solving and integrating teams to respond to city needs for proper planning and execution of municipal projects, such as the successful launch of the Information Bureau’s Big Open Source Program in 2022, the Smart City AI Innovation Pilot Program, and the AI-Driven Smart City International Forum.
He has received many honors in his career for his outstanding contributions to the Taipei City Government. Words of Advice to Junior Students:
When I first became a civil servant, I always thought about how to improve the quality of public administration; later I came across operation research and quality control circle, and felt that it should be the right solution, so I switched my study to apply for the screening examination and enrolled in the doctoral program as my first wish.
In 104, he joined the Information Technology Bureau of the North Municipal Government and integrated the spirit of pragmatic management, process management, quality management, hazard prevention, and human factors engineering into his work. Whether it is to optimize the process, user experience, etc., the services provided by the Information Technology Bureau are able to improve efficiency and reduce costs, and have been well received by the users.
